Literature survey: are we forced to conclude that consciousness is fundamental?
Essay: What’s Left But to Admit That Consciousness is Fundamental? — “Our complete failure to understand where consciousness comes from.”

0. The short version
The outline runs an eliminative / disjunctive argument:
- No approach to the hard problem has made real progress, and we cannot even say what a solution would look like (§1).
- Every school shares one defect — none can show how subjectivity arises from a purely objective description (§2).
- “Fundamental” means not derived from anything more basic — a brute given, not something bootstrapped (§3).
- Given (1)–(3), the only remaining option is to treat consciousness (or proto-consciousness) as a fundamental feature of reality (§4).
- That conclusion does not entail that everything is conscious, nor a deity; further claims still need evidence (§5).
This is recognisably the structure of Chalmers’s argument for “type-F monism” (chalmers-2003-consciousness-place-in-nature.pdf) and of Strawson’s “physicalism entails panpsychism” (strawson-2006-realistic-monism.pdf), both built on the anti-emergence intuition Nagel stated in 1979. The essay is on solid ground when it reports the stalemate; it is on contested ground at step 4, where three families of critic push back:
- Type-A / illusionists (Frankish, Dennett, Kammerer): step 1 misdescribes the situation — there is no robust explanandum, so no failure to explain. The “meta-problem” is the real problem.
- Type-B physicalists (Papineau, Loar, Block, Tye): the gap is epistemic, an artefact of how phenomenal concepts work, and does not license any ontological conclusion. A posteriori identities (salt = NaCl) are the model.
- Deflationists about “fundamental” (Goff’s own 2009 self-criticism; grounding sceptics): calling consciousness “fundamental” re-labels the mystery rather than discharging it — it buys the same non-explanation that “brute emergence” was accused of.
And a structural worry that cuts across §3–§4: the argument assumes reality is well-founded (bottoms out in fundamentalia). Metaphysical infinitism and coherentism (Bliss, Priest, Tahko, Morganti) deny exactly that, which would remove the “must bottom out somewhere, and it isn’t in physics, so it’s in consciousness” move.
§1. “We have failed to make any progress … therefore we must assume consciousness is fundamental.”
The claim
Decades of work have not closed — arguably have not narrowed — the gap between physical description and subjective experience, and we have no shared picture of what closing it would even consist in. So the rational default shifts to treating consciousness as basic.
Support in the literature

The canonical statement that an organism is conscious iff “there is something it is like to be” it, and that this subjective character is systematically omitted by objective, third-person methods: “If the subjective character of experience is fully comprehensible only from one point of view, then any shift to greater objectivity … does not take us nearer to the real nature of the phenomenon: it takes us farther away from it.” Directly supplies §1’s “we don’t even know what a solution would look like.”
Levine, J. (1983). “Materialism and Qualia: The Explanatory Gap.” Pacific Philosophical Quarterly 64: 354–361. → papers/levine-1983-explanatory-gap.pdf
Coins “explanatory gap.” Even granting that pain is C-fibre firing, the identity “leaves a significant residue unexplained” — nothing about the physical story explains why it feels like this rather than that, or like anything at all. Levine’s own position is that the gap is epistemic, not metaphysical (useful nuance for §4), but the phrase and the diagnosis are load-bearing for §1.

The “easy problems / hard problem” split. The easy problems (discrimination, integration, reportability, attention, control) “are easy because we have a standard paradigm for explaining them” — find the mechanism. The hard problem resists that paradigm in principle: “even when we have explained the performance of all the … functions in the vicinity of experience … there may still remain a further unanswered question: Why is the performance of these functions accompanied by experience?”

Explicitly concedes the stalemate: “at the present time there are no solutions that command any sort of consensus.” Reframes the productive question as: why do we think there is a hard problem? — potentially answerable by cognitive science whatever the metaphysics.
McGinn, C. (1989). “Can We Solve the Mind–Body Problem?” Mind 98(391): 349–366. → papers/mcginn-1989-can-we-solve-mind-body.pdf
The strongest version of §1’s premise: the failure is permanent. Consciousness is a natural property of the brain, but our concept-forming faculties are “cognitively closed” to the property that explains the link — introspection can’t reach it, and perception-based theorising about the brain can’t reach it either. Note for the essay: McGinn draws the opposite conclusion to yours — the problem is real, has a naturalistic solution, and we simply can’t grasp it — so he is both a support (for “no progress, and here’s a principled reason why”) and a rival conclusion (§4).
Challenges
Dennett, D. (1991, 2018) and the “illusionist” reading. Dennett has consistently argued the hard problem is an artefact of taking introspective seemings at face value; “the hard problem” names a confusion, not a datum. On this view §1’s “we have failed to explain X” is false because there is no X of the relevant kind to explain — see §2 Type-A.
Optimistic naturalism / “the hard problem is getting easier.” Melloni, Mudrik, Pitts & Koch (2021), “Making the hard problem of consciousness easier,” Science 372: 911–912 [not retrieved]; and the broader claim that neuroscience has progressed — reliable neural correlates, no-report paradigms, perturbational complexity index for clinical consciousness, anaesthesia. The rebuttal to §1 is that “no consensus theory” is not “no progress,” and that philosophy has systematically under-counted empirical gains.
Doerig, A., Schurger, A. & Herzog, M. (2021). “Hard criteria for empirical theories of consciousness.” Cognitive Neuroscience 12(2). → papers/doerig-etal-2021-hard-criteria-theories-consciousness.pdf
Argues the field’s problem is not metaphysical mystery but under-constrained theories — the “small network argument” and “unfolding argument” show some leading theories are either behaviourally untestable or false. Implication for §1: the impasse may be methodological and fixable, not a sign that experience is ontologically basic.
“The Hard Problem Isn’t Getting Any Easier: Thoughts on Chalmers’ Meta-Problem” (2020), in JCS meta-problem symposium [not retrieved — ResearchGate 341589536]. Representative of the reply that even the meta-problem can’t be solved without smuggling in a stance on the hard problem, so reframing doesn’t rescue progress claims either way.
Net read for the essay
The descriptive premise — no consensus solution, no agreed success conditions — is very well supported and conceded even by opponents. The normative leap ("therefore assume it’s fundamental") is where §1 needs §2–§4 to do real work; on its own it is an argument from ignorance, and critics will say so.
§2. “Every school of approach shares the same defect: it cannot get subjectivity out of objectivity.”
The claim
Physicalist, functionalist, dualist and mysterian programmes each fail, and they fail for the same reason — a purely structural/functional/objective description never entails or explains the first-person point of view.

Chalmers’s own summary is exactly §2’s thesis: the reductive views (A–C) “share a false presupposition” that experience can be functionally analysed, and the non-reductive views (D–F) each “require us to take experience as fundamental” in some form.
Support — the “objectivity → subjectivity” barrier, school by school
Global Workspace / GNWT (Baars; Dehaene & Naccache). Explains access — why information becomes globally available, reportable, usable. Critics (and Dehaene at times concedes) that this is a theory of the easy problems; it is silent on why global broadcast is felt. → context in papers/doerig-etal-2021-hard-criteria-theories-consciousness.pdf.
Higher-Order Theories (Rosenthal; Lau & Brown). Consciousness = a suitable higher-order representation of a first-order state. Standard objections: the targetless HOT / misrepresentation problem (what is it like when the higher-order state misrepresents a non-existent first-order state?), and the charge that it again explains monitoring, not phenomenality.
Integrated Information Theory (Tononi; Oizumi, Albantakis & Tononi 2014). Starts from phenomenological “axioms” and posits Φ as the quantity of consciousness.
- The pseudoscience letter: an open letter (PsyArXiv, 15 September 2023; initially 124 signatories, later ~200+) called IIT “pseudoscience,” on two grounds — (i) its predictions in adversarial tests were not uniquely entailed by IIT, and (ii) “as a whole” it is not empirically testable, partly because it entails near-panpsychism (grids of logic gates, inactive circuits, possibly organoids and fetuses could be conscious). papers/kleiner-2026-iit-good-bad-misunderstood.pdf(Kleiner, “Integrated information theory: the good, the bad and the misunderstood”) separates IIT’s defensible mathematical core from its contested metaphysics and its communication problems. - Relevance to §2: IIT is the one mainstream scientific theory that bites the bullet and makes consciousness (near-)fundamental — which is support for §4’s direction, but the backlash is evidence of how much resistance that move meets.
Predictive processing / active inference (Clark; Hohwy; Seth, Being You, 2021). A powerful account of how the brain models a world and a self — a “controlled hallucination.” Seth’s “real problem” strategy: explain the properties of experience, set the hard problem aside. §2’s objection: setting it aside is not solving it.
The adversarial collaboration (Cogitate Consortium, 2025). “Adversarial testing of global neuronal workspace and integrated information theories of consciousness,” Nature 642 (2025). → papers/cogitate-2025-adversarial-gnwt-iit.pdf
256 participants, pre-registered predictions from IIT and GNWT tested head-to-head. Neither theory was cleanly confirmed: posterior cortex carried more decodable content than GNWT predicts; sustained prefrontal representation and the posterior “hot zone” connectivity predicted by IIT were not found as specified. Use in the essay: concrete, recent evidence that the leading empirical theories are both under-confirmed — supports §2’s “no school is succeeding,” while staying agnostic on whether that’s a mystery or just early days.

The theories disagree about the explanandum, so cross-theory adjudication keeps stalling — itself a data point for §2.
Challenges
Type-A: there is no shared defect because there is no shared task. Frankish (§2 Type-A / §1) — reductionists who accept “phenomenal properties” and then fail to explain them have mis-set the problem; illusionism has no such debt.
Type-B: the “subjectivity from objectivity” barrier is a conceptual illusion. → papers/papineau-2006-comments-on-strawson.pdf
Papineau: “there is nothing contradictory in supposing that a being with only physical properties could have conscious experience.” Phenomenal identities (pain = C-fibre firing) are a posteriori for the same reason salt = NaCl is — we grasp the two relata under different concepts — and “a posteriori” does not mean “not fully captured.” On this view §2 mistakes a feature of our concepts for a gap in the world. The essay must engage the phenomenal concept strategy (Loar 1997; Balog; Papineau 2002) directly — it is the main line of physicalist defence.
The taxonomy itself is loaded. Type-B physicalists reject Chalmers’s claim that C “collapses”; they think B is stable and true. Illusionists reject the framing that A “doesn’t take consciousness seriously.” So §2’s “they all fail” partly presupposes Chalmers’s verdicts rather than establishing them.
Net read for the essay
The strongest, most defensible form of §2 is narrow: no current theory — philosophical or empirical — provides an explanation that its rivals recognise as an explanation, and the recurring sticking point is the first-person/third-person asymmetry. That is well documented (Cogitate 2025; Doerig et al.; the IIT fight). The universal-quantifier form ("every approach fails for the same reason") requires defeating Type-A and Type-B on their own terms, which is a substantive philosophical commitment, not a survey result.
§3. “What do we mean by ‘fundamental’? Is a fundamental thing a brute given, or can it be bootstrapped?”
The claim
To call something fundamental is to say it is not explained by, or derived from, anything more basic — it is where explanation stops. Fundamentals are given; they cannot pull themselves up by their bootstraps.
Support / the standard picture
Tahko, T. (2018/2023). “Fundamentality” (SEP). → papers/tahko-fundamentality.pdf
The dominant account: absolute fundamentality = ontological independence / ungroundedness. A fundamental entity depends on nothing else; the fundamentalia jointly form a complete minimal basis — “all God would need to create” for everything else to obtain (the Fine/Schaffer/Bennett heuristic). Two jobs the notion does: (1) a foundation of being made of independent entities; (2) a complete basis everything else depends on. This is precisely §3’s “given, requires no explanation.”
Schaffer, J. (2009). “On What Grounds What.” In Metametaphysics. → papers/schaffer-2009-on-what-grounds-what.pdf
Grounding as a primitive, irreflexive, asymmetric, transitive relation of dependence; the fundamental is the ungrounded that grounds all else. Schaffer’s priority monism — the cosmos as the one fundamental entity — is directly relevant to §5 (cosmopsychism). Key line for §3: the fundamental facts are “complete” — “to describe them is … to provide a description of everything.”
“Bootstrapping” / self-explanation — the minority permission.
- Bliss, R. (2018). “Grounding, Fundamentality and Ultimate Explanations.” Cambridge Elements [not retrieved — cambridge.org] — questions whether grounding must be irreflexive, i.e. whether something can (partly) ground itself.
- Giannotti (2021, 2022) on “fundamental yet mutually grounded entities” — moderate vs radical brutalism: fundamentals may be partly grounded, not wholly brute (summarised in
papers/tahko-fundamentality.pdf§on self-explanation). - Historical backdrop: the PSR tradition (Leibniz, Spinoza) in which a truly fundamental being is causa sui / self-explanatory. If self-explanation is coherent, §3’s clean “given, not bootstrapped” dichotomy softens — and that matters, because a self-explaining fundamental is a different (and to some, more satisfying) end-point than a brute one.
Challenges — the well-foundedness assumption
§3 (and the whole argument) presupposes metaphysical foundationalism: reality bottoms out. That is contested.
Bliss, R. & Priest, G. (eds.) (2018). Reality and its Structure: Essays in Fundamentality. OUP. Intro: “The Geography of Fundamentality” [not retrieved — philpapers BLITGO]. Lays out the “orthodoxy” as four theses (hierarchy, fundamentality, contingency, consistency) and then the live alternatives:
- Metaphysical infinitism (Bliss 2013; Morganti; Tahko 2014): dependence chains descend forever; there is no bottom level. “Boring” infinite descent (a repeating structure) can still be finitely described, so infinitism is not obviously incoherent or explanatorily hopeless.
- Metaphysical coherentism (Bliss & Priest 2018; Morganti; Thompson): dependence can be symmetric — entities mutually ground each other; reality “holds itself up.”
- Dixon (2016), Rabin & Rabern (2016), Litland (2016): even standard well-foundedness is too strong; reality can have “full foundations” with infinite descending chains.
Why this matters for §4. The essay’s move is: explanation must terminate somewhere; physics can’t be the terminus for consciousness; so consciousness is (part of) the terminus. If infinitism or coherentism is viable, “must terminate somewhere” fails, and the argument loses its spine. The essay should either (a) argue for foundationalism, or (b) recast §4 as “if reality is well-founded, consciousness belongs at the base” — weaker but more defensible.
Physics vs metaphysics fundamentality. Crowther (2019); Morganti (2020); McKenzie on whether current physics even has a fundamental level (effective field theory suggests a “tower” of theories, no bottom rung yet). → context in papers/tahko-fundamentality.pdf. The essay leans on “physics describes only structure/relations, not intrinsic natures” (Russell/Eddington) — that is the Russellian premise feeding §4, and it deserves its own citation (see §4).
Net read for the essay
§3 correctly reports the majority view (fundamental = independent, ungrounded, complete, brute). Its argumentative use requires two things the outline currently assumes silently: (i) reality is well-founded (infinitism/coherentism deny it), and (ii) self-explanation is not a live third option (some grounding theorists think it is). Flagging both would strengthen, not weaken, the essay.
§4. “Our understanding of ‘fundamental’ + our failure on the hard problem ⟹ we must assume consciousness is fundamental.”
The claim
This is the synthesis: eliminate reductive physicalism (§2), eliminate substance dualism (§2, Type D/E), accept that explanation bottoms out in brute fundamentals (§3) — and consciousness is the only remaining candidate for a fundamental it can’t be reduced to.

The tightest version of §4. Moves:
- Real physicalism must take experience as “the fundamental given natural fact” — “there is nothing more certain than the existence of experience.”
- Physics characterises the physical only structurally (“physicSalism” — the faith that physics captures the essence of the concrete — is unwarranted; with Eddington, “no problem of irreconcilability arises”).
- No radical emergence: “experiential phenomena cannot be emergent from wholly non-experiential phenomena.” Emergence has to be intelligible (liquidity from non-liquid molecules is); brute experiential-from-non-experiential emergence would be “magic.”
- Therefore the intrinsic nature of the physical is (at least partly) experiential — panpsychism, as a form of realistic physicalism.

Type-F monism: consciousness (or protoconsciousness) is the intrinsic/categorical nature that realises the dispositions physics describes. Attractions Chalmers lists — it makes consciousness fundamental without dualism’s causal-closure violation, and gives experience a causal role. He treats it as one of the few “promising” options, not a proven one. Panprotopsychism is the key hedge for §5: the fundamental properties are proto-phenomenal (not themselves experiences) and collectively constitute experience — so “fundamental” need not mean “the electron feels.”
Nagel, T. (1979). “Panpsychism,” in Mortal Questions [not retrieved]; and Nagel (2012), Mind and Cosmos. The “genetic” / anti-emergence argument in its original form: if the world is ultimately made of the same basic stuff, and mind is not reducible to the non-mental, and mind doesn’t emerge by magic, then the basic stuff must have mental (or proto-mental) aspects.

Two arguments matching §4: (i) the hard-problem / anti-emergence route (as Strawson); (ii) the intrinsic-nature (Russellian) route. Plus the simplicity argument: absent reason to think otherwise, the parsimonious hypothesis is that matter outside brains has the same consciousness-involving nature as matter inside them — one kind of stuff, not two.
Chalmers, D. (2006). “Strong and Weak Emergence.” → papers/chalmers-2006-strong-weak-emergence.pdf
Underwrites §4’s rejection of “consciousness just emerges”: Chalmers argues consciousness is the one clear candidate for strong emergence (not deducible even in principle from the physical) — and strong emergence is, by his lights, barely distinguishable from taking the emergent property as fundamental-with-a-bridging-law.
Challenges — three ways step 4 is resisted
(a) Deny step 1’s premise (Type-A / illusionism).
Frankish, K. (2016). “Illusionism as a Theory of Consciousness.” JCS 23(11–12). → papers/frankish-2016-illusionism.pdf
Phenomenal consciousness is an introspective illusion: introspection misrepresents functional states as having phenomenal properties. Replace the hard problem with the illusion problem — explain why we’re so powerfully disposed to misjudge. If sound, §4 never gets started: there is no non-functional explanandum, so nothing forces a fundamental posit. (Defence: Kammerer, “The Illusion of Conscious Experience” [not retrieved — philpapers KAMTIO].)
(b) Deny step 2 — the gap is epistemic (Type-B).
papers/papineau-2006-comments-on-strawson.pdf: Strawson’s argument “depends on his rejection of straightforward physicalism,” and that rejection rests on the intuition that a purely physical being must feel like nothing — an intuition Papineau says “our concepts are not going to decide.” A posteriori identity blocks the inference from “can’t explain a priori” to “ontologically distinct / fundamental.” This is the single most important objection for the essay to answer.
(c) Grant the failure, deny that “fundamental” helps (the non-explanation charge). Goff, P. (2009). “Why Panpsychism Doesn’t Help Us Explain Consciousness.” Dialectica 63(3) [not retrieved — philpapers GOFWPD; ResearchGate 230383137]. Goff himself argued (before changing his mind) that constitutive panpsychism faces a combination problem every bit as hard as the emergence problem it was meant to solve — so positing micro-experience buys no explanatory advance. Generalised: critics say §4 commits the fallacy it accuses physicalism of — when physicalism says “consciousness emerges, brutely,” the essay objects; when the essay says “consciousness is fundamental, brutely,” that is the same move with a different label. The reply (Strawson, Goff-later) is that a fundamental experiential base at least removes the radical discontinuity; whether that is real progress is exactly the contested point.
(d) The mysterian rival conclusion.
papers/mcginn-1989-can-we-solve-mind-body.pdf: same premises (no progress, gap won’t close), different conclusion — the explanatory property is naturalistic and physical but cognitively closed to us. §4 needs an argument that “fundamental” beats “hidden and physical” as the inference from the stalemate.
(e) “Inference to the only remaining option” is weak if the option-space is mis-drawn. If Type-B is stable (physicalists), or infinitism/coherentism is viable (§3), or illusionism is right, then §4’s disjunctive syllogism has a false premise. The essay’s strength is proportional to how thoroughly §2–§3 close those exits.
Net read for the essay
§4 is a real position held by serious philosophers (Strawson, Goff, arguably Chalmers), and the anti-emergence intuition is its engine. But it is an abductive / eliminative argument, not a proof, and every step is live. Framing it as “what’s left but to admit…” overstates: what’s left is also illusionism, type-B physicalism, mysterianism, and structural-realist agnosticism. The honest and still-strong claim: among positions that take experience at face value and reject brute emergence, treating consciousness (or protoconsciousness) as fundamental is the most economical.
§5. “Caveats: fundamental ≠ everything is conscious; fundamental ≠ a supernatural being; don’t overreach without evidence.”
The claim
Consciousness being fundamental does not entail panpsychism-as-“everything has a mind,” does not entail idealism or theism, and any step beyond the minimal conclusion needs independent support.

- SEP “Panpsychism” (Goff, Seager, Allen-Hermanson) [not retrieved — plato.stanford.edu/entries/panpsychism]: panpsychism requires only that fundamental entities (or the parts of things) are experiential, not that rocks or thermostats have unified minds. A rock can be a mere aggregate with no rock-level subject.
papers/chalmers-2015-panpsychism-panprotopsychism.pdf: panprotopsychism — the fundamental properties are proto-phenomenal, not phenomenal. Consciousness is fundamental in the sense of being grounded in irreducible proto-phenomenal properties, without electrons literally experiencing anything. This is the cleanest home for §5’s first caveat.- Russellian monism generally: the claim is about the intrinsic nature of the physical, a very abstract commitment, not a claim that your mug is sentient.
“Fundamental” ≠ God / the supernatural.
- SEP “Panpsychism” §on theism: cosmopsychism attributes experientiality to the universe but “needn’t entail theism”; the cosmic subject “might be a gigantic mess,” nothing like a mind with agency or intentions. Panpsychism is explicitly a naturalistic research programme — consciousness as a natural feature alongside mass and charge, governed by (currently unknown) laws.
- Strawson (
papers/strawson-2006-realistic-monism.pdf) is militantly naturalist: his panpsychism is a form of physicalism. Citing him guards against the “this is mysticism” misreading. - Contrast to flag as not your view: analytic idealism (Kastrup, The Idea of the World, 2019 [not retrieved]) and Goff’s later cosmopsychism with a “value-responding” universe (Why? The Purpose of the Universe, 2023 [not retrieved]) — these do push toward cosmic-mind / quasi-teleological territory. §5 can use them as the boundary the essay declines to cross.
“Don’t overreach without evidence” — the standard sceptical hygiene.
- The incredulous stare and the lack of independent evidence objections to panpsychism (SEP;
papers/chalmers-2016-combination-problem.pdf) cut both ways: they are reasons the essay should keep its conclusion minimal. Panpsychism/Russellian monism has no independent empirical support; it is motivated entirely by the problems of the alternatives. Honesty about that is itself a §5 point.
Challenges — the caveats may not hold as cleanly as hoped
The combination problem threatens the minimal reading.

Three sub-problems: subject combination (how do micro-subjects make a macro-subject? — James’s “the 101st feeling” worry, Coleman’s subject-summing argument that it’s impossible), quality combination (the palette problem), structural combination (mismatch between the structure of experience and of the brain). If micro-experiences can’t combine, constitutive panpsychism fails — which pushes toward either cosmopsychism (start with one big subject and divide — §5 caveat #2 weakens, because now the cosmos is the primary subject) or brute emergence of macro-subjects (§4 concedes the very move it rejected). The essay’s “everything need not be conscious” caveat is safe; the “no cosmic subject” caveat is under pressure from the combination literature.
Does IIT-style fundamentality smuggle in near-panpsychism anyway?
The 2023 pseudoscience letter’s core complaint was precisely that making integrated information the substrate of consciousness commits you to consciousness being widespread (grids, simple circuits). If the essay’s §4 lands anywhere near IIT, §5’s “not everything is conscious” needs defending against that charge specifically. → papers/kleiner-2026-iit-good-bad-misunderstood.pdf.
Slippery slope to idealism. Critics of Russellian monism argue it is unstable: once physics is “just structure” and consciousness is the intrinsic filler, it is a short step to “the physical world is constituted by consciousness” — i.e. idealism (Kastrup presses exactly this). §5 wants to stop at “fundamental feature of a physical world”; opponents say that resting point is not stable.
“Too strange to suppose anything without evidence” applies to the main thesis too. The most consistent critic’s move (Papineau, Frankish): if the standard for adding to fundamental ontology is “evidence, not just the strangeness of the alternative,” then §4 fails that standard by §5’s own lights — the case for fundamental consciousness is essentially “the alternatives are unsatisfying.” The essay should either accept a symmetric burden or explain why the explanatory failure in §1–§2 counts as evidence.
Net read for the essay
Caveat #1 (not everything is conscious) is well-supported — panprotopsychism and the aggregate/parts distinction give the essay clean ground. Caveat #2 (no supernatural being) is supported for micropsychism/Russellian monism but gets shakier if the combination problem forces a cosmopsychist retreat. Caveat #3 (don’t overreach) is sound sceptical practice but, pressed consistently, is also the sharpest tool against §4 — worth meeting head-on rather than only invoking against others.
